For pictures with different file names and for different views of the same scene or different lighting of the same scene, you are asking for a clever program with a lot of artificial intelligence. I have not seen one of those available commercially.
Security firms (especially inside casinos) have programs that can recognize the same cheater when he shows up again on surveillance videos but that is an expensive program with a lot of processing power.

You can use Picassa thru google for free and it works amazingly well and sorts duplicates.
